João Vasco Lopes holds an integrated master's degree in Aerospace Engineering from Instituto Superior Técnico and a master's degree in Public Policy from ISCTE-IUL. For several years he was a Space Operations Engineer at the European Space Agency (ESA), and also worked as a project manager and head of Earth Observation in the private sector in Portugal.

He has been developing studies and publications primarily in the areas of work, employment and technologies, as well as the evaluation of public policies.

He worked at the Strategy and Studies Office of the Ministry of Economy and served as a Specialist Technician in the Office of the Secretary of State for Infrastructure.

He is a Visiting Assistant Professor at ISCTE-Sintra, where he teaches the course unit Work and Employment in the Digital Society.

Researcher at CoLABOR since 2019, having served as Executive Director between February 2023 and December 2025.
