CoLABOR and ISCTE will work together on the project "Building the Theory of Change for the National Strategy to Combat Poverty 2021-2030", promoted by the Center of Competence for Planning, Policy and Foresight of Public Administration (PlanAPP).
This project aims to provide technical and critical support for the participatory construction of the Theory of Change (ToC) for the National Strategy to Combat Poverty 2021-2030 (ENCP) and, consequently, to make relevant contributions to the planning of future evaluation exercises. The methodology adopted also serves the purpose of situating the contribution of the Recovery and Resilience Plan (PRR) and Portugal 2030 (PT2030) to the achievement of some of the underlying policy objectives. In both cases, the ToC approach structures the methodological roadmap, and the options underlying it serve this dual purpose.
