The Decent Work Agenda, the law, and precarious employment

The Decent Work Agenda was presented by the Government in 2022 as a set of strategic measures in the labor sector aimed at improving working conditions, with the fight against precarious employment being one of its priority objectives. Based on this Agenda, Law No. 13/2023, published on April 3, introduced a significant number of changes to the Labor Code, reformulating the legal regimes of matters frequently associated with the phenomenon of precarious employment, such as temporary work or work on digital platforms, to name just a few of the topics that were the subject of the recent revision. While acknowledging the relevance and usefulness of many of the modifications to the Labor Code regime introduced by Law No. 13/2023 for job stability and security, it cannot be denied that the objective of decent work is not fully achieved with the recent revision.
