This study revisits how the Great Lockdown, resulting from the measures declared during the State of Emergency to address the current pandemic, has already affected the Portuguese labor market, seeking, in particular, to reflect on the dynamics of unemployment growth and the process of adapting to teleworking and other situations arising from the lockdown.
The unparalleled rate of job destruction , the unique scope of the layoff scheme , the multidimensional pattern of inequality , and the need to debate and reflect on the potential , but also on the risks and constraints , of teleworking are some of the conclusions of this study.
Organized in two parts, this publication begins by analyzing the most recent information regarding labor market behavior at the start of the deconfinement process, focusing on registered unemployment and the use of layoff schemes. Inthe second part, based on original primary information collected in two surveys conducted by a team from ICS/ISCTE, a detailed analysis is developed, combining quantitative data with testimonials about how the Portuguese are adapting to teleworking.
The study concludes with a sentiment analysis exercise , focusing on responses to some of the open-ended questions from the online survey .
