CoLABOR publishes eBook with reflections on the Social Security Pension System

CoLABOR has just launched the eBook “The debate on the Social Security Pension System: reflections from those in charge of the portfolio”, a publication that brings together critical analyses from figures who were directly involved in defining public policies in a fundamental area of the Welfare State.

This publication is the result of interventions made at the CoLABOR 2024 Conference, under the theme "Social Security and the Green Paper: perspectives and policies", which took place on December 13th in Lisbon, and which brought together former and current Ministers of Labour, Solidarity and Social Security.

Organized by Manuel Carvalho da Silva, the eBook includes texts from five key figures with direct experience in the sector: former ministers António Bagão Félix, José António Vieira da Silva, José da Silva Peneda, and Paulo Pedroso, as well as the current minister, Maria do Rosário Palma Ramalho.

Among the main topics covered are:

  • The Portuguese Social Security contribution system: foundations and challenges

  • Social Security in Portugal: the importance of incremental changes in a consolidated system

  • Diversifying Social Security revenues and incentivizing a culture of retirement planning

  • The future of Social Security: critical factors on the revenue and expenditure sides

  • Challenges to the Social Security system

In five concise and accessible contributions, the authors share different perspectives on the challenges and opportunities facing the pension system, identifying risks, evaluating proposals, and suggesting measures to improve and ensure the sustainability of the social security system.

The texts presented, in their conceptual and political diversity, as well as in the plurality of approaches, highlight the essential aspects on which future political initiatives will inevitably have to position themselves.

With this initiative — and considering the topicality and relevance of the subject — CoLABOR reaffirms its commitment to promoting a pluralistic, informed, and future-oriented discussion, contributing to the improvement of public debate on structural issues of the Welfare State and Democracy.
