CoLABOR was present at the national launch event of the European project EIPM 2.0 – Supporting Evidence Informed Policymaking for the Twin Transition, which took place on March 19, 2026.
The launch event brought together policymakers, researchers, European institutions and representatives of civil society, promoting the sharing of experiences, the identification of priorities and the strengthening of cooperation between the different actors.
CoLABOR 's participation at this time is part of its ongoing commitment to promoting evidence-based public policies and its role as an interface between science, public policy, and society.
This project emerges in a context where Portugal has been strengthening its efforts to integrate scientific evidence into the design, implementation, and evaluation of public policies. Recent progress includes strengthening strategic planning, improving knowledge governance mechanisms, and increasing coordination between the Public Administration and the scientific community.
Despite these advances, structural challenges persist that hinder the systematic use of evidence in policymaking, namely the fragmentation of responsibilities, the limited institutionalization of scientific advisory structures, and insufficient coordination between academia, policymakers, and civil society.
It is within this framework that the EIPM 2.0, a multinational initiative involving Portugal, Austria, Cyprus, France, Ireland, Poland, and Spain. Funded by SG REFORM and implemented by the Joint Research Centre (JRC), the project will last 30 months, with a planned start in the second half of 2025, and aims to strengthen the institutional foundations for evidence-informed public policies, contributing to better preparedness for the green and digital transitions.
In Portugal, the project's implementation involves five entities: PLANAPP, as the national coordinator; ARTE and DGEPA, specializing in public policies; CLA, in the scientific aspect; and CES, in stakeholder. Together, these entities seek to strengthen the quality of public policies and the country's capacity to respond to the challenges of the dual transition.
