Abstract
The Inequality Toolkit (Toolkit) that CoLABOR is developing in conjunction with PLANAPP is a qualitative instrument for multidimensional analysis of the impacts of public policies on this phenomenon. This analytical model or grid will consist of a review and systematization of the causal processes and interconnections between the various dimensions and mechanisms or dynamics of inequality. It is, therefore, a theoretically informed analytical model based on available empirical evidence. This analytical model will serve as a systematic qualitative instrument from which it will be possible to anticipate, approximately, the potential impacts of public policies on inequalities. The ex-ante analysis will allow mapping the domains and/or types of inequality impacted by public policies, indicating the direction of this impact, but also understanding the interconnections between the dimensions of inequality covered by the policies. This theoretically informed exercise, based on available empirical evidence, will therefore allow for the comprehensive definition of expected scenarios of the impacts of public policies on inequalities.
