Summary
This project aims to evaluate the impact of European funds on increasing the intermediate qualification of the Portuguese population and improving their integration into the labor market. This analysis will focus on five training typologies funded by PT2020 (POCH, Lisbon 2020 and Algarve 2020) and PT2030 (PESSOAS 2030, Algarve 2030 and Lisbon 2030) and will cover a period of 10 years, starting in 2014. The training typologies in question will be Professional Courses, Apprenticeship Courses, Education and Training Courses, as well as Vocational Courses and Specialized Artistic Education Courses – the latter, however, discontinued. Additionally, the effects that Specialized Technological Centers had on learning processes and learning outcomes will be evaluated.
The courses described pursue general objectives that are largely similar, particularly combating early school leaving, increasing the educational and professional qualifications of young people and young adults, and improving their employability. However, the training modalities of each type of training mentioned, their target groups, and the specific objectives they pursue vary. In this sense, a joint analysis of the aforementioned measures allows for the evaluation of their aggregate effects, the specific effects of each one, as well as their articulation and coherence.
