Abstract
The Foundation for European Progressive Studies (FEPS), the Friedrich Ebert Stiftung (FES), and the Institut Emile Vandervelde (IEV), in collaboration with leading knowledge organisations, have created a structured network of experts to monitor the implementation of National Recovery and Resilience Plans and assess their impact on key social outcomes. This network, known as Recovery Watch, functions as an observatory and produces specific publications and expertise in different countries. Its main objective is to assess the social aspects of national recovery plans, including an analysis of public spending on the digital and green transition. The project aims to track the distributional effects of EU spending through Next Generation EU and the policies outlined in the national recovery plans. In doing so, it provides fact-based information to improve the implementation of these plans and guide the development of progressive policies at local and European levels.

The project does not aim to monitor all National Recovery Plans or track the implementation of all measures. Instead, it focuses on areas that are of particular relevance to the progressive community and to EU policymaking. The research centers on three main areas: climate action, digital transition, and well-being measures.

CoLABOR is responsible for preparing a comprehensive report evaluating the implementation of changes to the National Recovery and Resilience Plans (NRRPs) related to the RePower EU plan. This initiative, launched by the European Commission following the invasion of Ukraine, aims to promote the adoption of renewable energy sources, improve energy efficiency, and strengthen European energy security by diversifying energy supply, reducing dependence on Russian energy imports, and promoting cooperation among EU Member States. Additionally, CoLABOR's involvement in FEPS Recovery Watch includes participation in private and public events, discussing and reviewing reports on various topics such as digitalization, economic governance, and the green transition, prepared by Recovery Watch partners, as well as disseminating the project's findings.
