Abstract
The Escolhas Program, under the supervision of the Presidency of the Council of Ministers and integrated into the High Commission for Migration, IP (ACM, IP), was created in 2001 and has been in existence for eight generations. It is reported as a national and international benchmark model in the context of public policies aimed at promoting the rights of children and young people from vulnerable socioeconomic backgrounds.
The 8th Generation of the Escolhas Program was approved by Resolution of the Council of Ministers No. 71/2020 of September 15, with regulations approved by the Board of Directors of the High Commission for Migration and subsequently ratified by the Secretary of State for Integration and Migration, by order of December 10, 2020. Similar to previous generations, the Program continues its mission of promoting social integration, equal opportunities in education and employment, combating social discrimination, civic participation, and strengthening social cohesion.
CoLABOR was responsible for the external evaluation of the eighth generation of the Escolhas Program, contracted by ACM, IP, and the evaluation results were presented to the supervisory authority. To this end, a multidisciplinary team sought to employ a set of methods aimed at meeting the proposed objectives, contributing to a greater understanding of the Program and its improvement in future generations.
